Irrigation Schedule for the Final Cycle of the 2020 Water Run

Dinuba, CA – On August 22nd, the irrigation schedule for a final cycle of the 2020 Water Run was set to 3 days per 20 days, which is the same schedule utilized during the initial cycle of this year’s water run. This cycle remains in effect until the end of water run. If you have any questions about the current irrigation schedule, please contact your ditchtender or call the District office (559) 591-0800.

End of the 2020 Water Run

Dinuba, CA – On August 22nd, Alta Irrigation District (District) will begin ramping-down water deliveries for the 2020 water run. This ramp-down will mirror the staggered ramp-up experienced at the start of water run. The initial shutoff impacts landowners receiving water from turnouts served by one or more of the following ditches: Mt. Campbell, Wahtoke, Reedley Main, Buttonwillow, East and West Gould, Traver Canal, and any turnout diverting water from Alta Main and upstream of about Lincoln Avenue. A second round of shutoffs is planned for August 29th for landowners served by turnouts and/or ditches with headgates on the Alta Main/East Branch generally between Lincoln and Sumner Avenues. The final shutdown is scheduled for September 10th and applies to those landowners served by turnouts and/or ditches with headgates on the East Branch and downstream of Smith Mountain headgate (near Sumner Avenue). If you have any questions about the status of a ditch serving your property, please contact your ditchtender.

 

Many of the ditches within the District are interconnected, which means they are utilized not only convey water to adjacent lands, but to supply water to areas in the lower part of the District. So, if your property is associated with the initial shutoff, please refrain from taking water flowing in a ditch adjacent to your property as that water is being delivered to downstream users. NOTICE OF CLASSIFICATION OF LANDS IN ALTA IRRIGATION DISTRICT AND THE TIME OF EQUALIZATION OF WATER CHARGES

Pursuant to the Rules for Fixing and Collecting Charges for Services furnished by Alta Irrigation District (District), notice is hereby given that (i) the District is confirming the classification of lands within the District and upon holding a Board of Equalization hearing on August 13, 2020, shall establish a relative value for each classification for the purpose of approving the District budget on September 10, 2020, to thereby apportion service charges levied pursuant to Section §22280 of the California Water Code, (ii) that said classification of lands and relative values will be entered in the records of the Collector of the District, (iii) that said Board, acting as a Board of Equalization, will meet on the 13th day of August 2020 at 9:30 a.m. via teleconference (559) 823-8500, to equalize assessments and water charges, and (iv) said records will remain in the office of the Secretary of the District for the inspection of all interested parties. Any person owning real property in the District subject to such charges may appear before said Board of Equalization to object to said classification or relative values.   The Board of Equalization will hear such objections from any landowner who, on or before August 6, 2020, applies in writing to be heard at the Equalization hearing to be held August 13, 2020.

General Information About the 2020 Water Run

While two of last three years allowed for record breaking water runs, the 2020 water run will not be a plentiful as those years. Water allocations will be available to lands with an entitlement category greater than or equal 25%; “Groundwater Only” lands will not receive any allocation this water run. Entitlement for 100% land is currently 1 cubic foot per second (cfs) per 20 acres for 4 days during an irrigation cycle with the number of days prorated for other entitlement categories (visit www.altaid.org for changes to allotment). See table below for a summary of allotments by entitlement category. Alta Irrigation District will apply its standard volumetric water charge of $4.75 per foot to any water diverted from its ditches.

Water is Flowing in the East Branch

Just as Alta Irrigation District was starting its 2020 water run, treated effluent overflowed from the Orange Cove wastewater treatment plant into the still-dry East Branch Canal. The District was forced to delay water deliveries via that canal, which is the primary surface water conveyance facility for lands located east of Hill Avenue. In the meantime, Orange Cove reported the incident to the Regional Water Quality Control Board, which mandated clean-up and disinfectant actions by that city. On July 9th, that Board issued a written notice to the city approving its cleanup effort. On that same day, Alta Irrigation District implemented a two-stage water delivery program that filled eastside ditches by the morning of July 11th. Water run operations are now proceeding as they normally do, and the District will stay this course until such time it is necessary to implement a staggered ramp down, which will address delayed startup of portions of system.
